About the 21st Century Cures Act Mandate
Electronic visit verification (EVV) in Delaware requires the use of an electronic-based system that collects information through a secure website, a mobile application, or a telephone line. Early Planning & Good Faith Efforts
Like many states, Delaware worked toward EVV implementation with extensions and staged planning over multiple years, reflecting federal deadlines and state readiness efforts.
Delayed 2021 Go-Live
An initial EVV go-live planned for January 1, 2021 was postponed to July 1, 2021 to ensure readiness.
There were communications from DMMA (Delaware’s Medicaid agency) supporting continued preparation and data collection even during system delays.
Official EVV Start Date (December 30, 2022)
The official statewide requirement to begin collecting and reporting EVV visit data, whether using the state’s EVV system or an approved alternate EVV system for Delaware, came into effect on December 30, 2022.
Per Delaware’s Health and Social Services, after this date, providers had to have an EVV solution in place and begin transmitting visit data through Sandata (the state’s EVV vendor/aggregator) or an approved alternate EVV system.
2024-2025 updates, Delaware DMMA continues to hold EVV provider forums and has been adjusting claims edit policies (including soft and hard edits) in 2024–2025, with updated timelines for enforcement of edits as part of ongoing compliance support.
