NJ Medicaid requires agencies to utilize an EVV vendor. New Jersey has chosen an “Open Model” for EVV, meaning agency providers are free to choose any EVV system that best fits their needs. The sole requirement is that the NJ EVV system selected must collect all six data elements as required by the 21st Century CURES Act.  Alora captures this information for you.  The EVV data captured needs to be transmitted to the chosen data aggregator.

What is the EVV start date for New Jersey?

EVV is Required beginning January 1, 2021

The NJ Division of Medical Assistance and Health Services (DMAHS) is set to implement an EVV system that meets state and federal requirements in 2021. After completing a thorough vendor selection process, an official contract was awarded to HHAeXchange, a statewide EVV vendor. New Jersey is scheduled to implement the EVV system by January 1, 2021, for the following services:

  • Personal Care Assistance
  • MLTSS Home-Based Supportive Care
  • DDD Individual Supports
  • DDD In-Home Respite
  • DDD Community-Based Supports

What services are required to use EVV?

The 21st Century Cures Act mandate requires EVV for all personal care services with an “in-home visit.” In the state of New Jersey this includes:

  • Personal Care Assistance services administered by an agency
  • Individual Supports, Community Based Supports, and In-home Respite care delivered through DDD programs
  • Respite & Home-Based supportive cares delivered through MLTSS

Self-directed personal care services (the Personal Preferences Program & self-directed services coordinated through the NJ Division of Developmental Disabilities) will also require EVV

What Providers will the EVV Mandate Impact?

New Jersey’s mandate for electronic visit verification applies to all providers of Personal Care Assistance services, Individual Supports (DDD), Community Based Supports (DDD), In-home Respite (DDD & MLTSS), and home-based supportive care (MLTSS). All services which require an in-home visit are subject to New Jersey’s EVV mandate, including self-directed services (with the exception of live-in caregivers).

What is the required information that must be collected through an EVV System?

Per the 21st Century Cures Act, any approved EVV system must verify:

  • The type of services performed
  • The complete legal name of the patient who received the service
  • The exact date and time of the service
  • The location or address where the service was performed
  • The legal name of the caregiver who provided the service
  • Exact start and end times services were performed

HHAeXchange is the state of New Jersey’s contracted EVV vendor, with the system set to aggregate incoming EVV data from providers and Managed Care Organizations.

Can I use an alternate EVV system outside of the state-provided system?


The NJ Division of Medical Assistance and Health Services (DMAHS) allows agencies operating in the state of New Jersey to choose an EVV system of their preference if they so desire. This “alternate EVV system” must meet the requirements of the 21st Century Cures Act and additionally be able to securely transmit data to HHAeXchange. NJDHS requires that HHAeXchange holds the ability to interface with all existing electronic visit verification systems which meet the 21st Century Cures Act requirements. These efforts will be coordinated through HHAeXchange and/or the MCO.
