EVV & THE 21ST CENTURY CURES ACT

Per Section 12006(a) of the 21st Century Cures Act, it is mandated that all states implement Electronic Visit Verification (EVV) for all Medicaid Personal Care Services and Home Health Services that require an in-home visit by a provider. This mandate applies also to similar services delivered under Home and Community-Based Services waiver programs.

Passed into law in December of 2016, the Cures Act requires all state Medicaid agencies to implement an electronic visit verification requirement for providers of Personal Care Services (PCS) and Home Health Services (HHS) to avoid possible reductions in federal Medicaid funding.

 

UTAH MEDICAID EVV

In accordance with the Utah department of Health Medicaid, EVV is defined as a system that utilizes multiple point-of-care verification technologies, including telephonic, mobile, and web-based verification. The system must electronically verify the occurrence of home or community-based service visits, recording the precise time that service provision starts and finishes to ensure accurate claims disbursement.

Electronic visit verification (EVV) is required by the Utah department of Health Medicaid for all Personal Care Services and Home Health Services under Medicaid effective July 1, 2019*. While originally the July 1st compliance date was set, recoupment and penalties for failure to comply with the accurate transmission of EVV data will not go into effect until January 1, 20201 for Personal Care services, and January 1, 2023 for Home Health service providers. All providers are required to select a suitable EVV service vendor and have records available for review upon request. All systems must be compliant with the Cures Act requirements.
