Arizona Medicaid’s EVV Transition: What Providers Need to Know About the October 2025 Aggregator Change

Starting October 1, 2025, the Arizona Health Care Cost Containment System (AHCCCS) will implement a major change to its Electronic Visit Verification (EVV) program. The Arizona EVV system will transition from using Sandata Technologies as its EVV aggregator to an in-house model managed directly by AHCCCS.
This shift is designed to streamline oversight, enhance long-term sustainability, and offer providers greater flexibility in choosing Software for Arizona EVV  

Understanding the Transition

Currently, Sandata serves as both the EVV vendor and aggregator for AHCCCS. However, with the upcoming change:

• Providers not using Sandata: These providers will continue with their current EVV vendors. The only change is that their vendors will now submit data directly to AHCCCS instead of Sandata.
  The technical specifications for data submission to the Arizona EVV system will remain consistent, but vendors must complete testing with AHCCCS to ensure successful integration.
• Providers using Sandata: These providers must now establish a direct contract with Sandata or select a new EVV vendor. They will also be responsible for all associated costs.
  It’s critical for these providers to act quickly to avoid disruptions in claim payments. A list of vendors that have successfully completed interface testing is available on the AHCCCS EVV webpage.

• Webinars and FAQs: AHCCCS is offering informational webinars to address common questions and provide critical updates about the transition. Providers are encouraged to participate and submit questions through an official Google Form. Responses will be compiled and posted on the AHCCCS EVV webpage.
• Live-In Caregiver Data Collection: Providers must identify workers classified as live-in caregivers. For those using Sandata, this data was due by March 31, 2025. Providers with alternate EVV systems will receive additional guidance on compliance.

Incentives for Compliance

AHCCCS has announced a Differential Adjusted Payment (DAP) opportunity for providers participating in the Arizona EVV system. Providers who meet specific performance metrics related to auto-verified visits may qualify for a percentage increase in payments for EVV services between October 1, 2025, and September 30, 2026.
