Ohio Department of Medicaid Prepares for the Implementation of Phase 2 of EVV Mandate

 

Ohio Department of Medicaid (ODM) is planning to go live with their phase 2 of Electronic Visit Verification (EVV) initiative on August 5, 2019. The chart of services for phase II of EVV is as follows:

Managed Care Organizations billing Medicaid (Aetna, United Healthcare, Molina, Buckeye, Paramount, and CareSource). EVV implementation in managed care will apply to the following services:

• State Plan Home Health Aide
• State Plan Home Health Nursing
• State Plan RN Assessment
• HCBS 1915c Waiver Nursing
• HCBS 1915c Waiver Personal Care Aide
• HCBS 1915c Waiver Home Care Attendant
• Private Duty Nursing (PDN)

 
Ohio Department of Aging (ODA):

• PASSPORT- Home Care Attendant Nursing
• PASSPORT- Home Care Attendant Personal Care
• PASSPORT- Personal Care
• PASSPORT- Waiver Nursing LPN
• PASSPORT- Waiver Nursing RN

**Self-directed services are not included in Phase II

Ohio Department of Developmental Disabilities (DODD)

• Individual Options (IO) Waiver Nursing
• Homemaker/Personal Care (HPC)

Exceptions:
• Will not apply to participant-directed services
• Will not apply to the on-site/on-call component of HPC
• Will not apply to services billed using the daily billing unit (DBU)

On January 8, 2018, the Ohio Department of Medicaid (ODM) implemented Phase 1 of the state’s mandated Electronic Visit Verification (EVV) for agencies operating in the state. In short, the mandate instituted a requirement that OH homecare agencies and related businesses providing home health utilize an electronic-based EVV system that verifies when provider visits occur, and documents the exact time services begin and end. The goal was to ensure that individuals receive their medically necessary services and that Medicaid is accurately billed for those services.

The chart of services for Phase I, implemented Jan 8, 2018 denotes the EVV program for services billed directly to OH Medicaid for fee-for-service:

• State Plan Home Health Aide
• State Plan Home Health Nursing
• State Plan RN Assessment
• Ohio Home Care Waiver (OHCW) Nursing
• OHCW Personal Care Aide
• OHCW Home Care Attendant
• OHCW RN Assessment
• Private Duty Nursing (PDN)
