WHEN DOES EVV START IN MICHIGAN?

 

APRIL, 1st 2024 – the current timeline for Michigan MDHHS EVV implementation for home health agencies is as

follows:

Effective April 1, 2024, MDHHS will require the use of Electronic Visit Verification (EVV) for HHCS for Medicaid Fee-for-Service (FFS) providers serving Medicaid beneficiaries. For dates of service on or after April 1, 2024, certain HHCs will require EVV. Failure to comply will impact payment. 

 

What is Michigan’s Official EVV System Aggregator?

 

The Michigan Department of Health and Human Services (MDHHS)  has selected HHAeXchange to provide the electronic visit verification (EVV) system for agencies operating in the state of Michigan. 

 

What information must the EVV system collect?

 

Any approved MDDHS EVV system must verify:

  • The type of service performed
  • Name of the patient who received the service
  • The exact date of the service
  • The location where the service was performed
  • Name of caregiver who provided the service
  • The exact start and end time of the service

 

Do I have to use the state-provided EVV system or can I select my own?

Providers are not mandated to use any specific  EVV system. The MDHHS initially implemented an open vendor model for the state. This model allows Providers to use the state EVV system or another EVV system of their choosing that meets state requirements. Providers are free to use either such system inclusive of HHAeXchange, or their own Michigan EVV compatible software system at their discretion so long as the requirements are met. 

 

What are the affected services that require EVV in Michigan?

 

For Michigan agencies that provide Medicaid-funded personal care or home health care services such as assistance with ambulation, bathing, dressing, grooming, personal hygiene, meals, and homemaker services through any of the affected programs, these services must be validated through a compatible EVV system. 

Per the MDHHS those services are as follows:

  • Home Health (Home Health Care Services)
  • MI Choice  (Personal Care Services)
  • MI Health Link (Personal Care Services and Home Health Care services)
  • Medicaid Managed Care (Home Health Care Services)
  • Behavioral Health (Personal Care Services)
  • Community Transition Services (Personal Care Service

Alora Integrates with HHAeXchange EVV Aggregator

Michigan has selected HHAeXchange as its EVV aggregator, additionally allowing providers to select their own EVV system so long as that system meets the integration and data requirements of sending/receiving visit data to the HHAeXchange system using electronic data interchange (EDI). The sole requirement is that the system must collect all six data elements as required by the 21st Century CURES Act.  Alora captures this information for you.  The EVV data captured by Alora is automatically transmitted to the EVV data aggregator, HHAeXchange. This data includes:

  1. The type of service performed
  2. The individual or participant receiving the service
  3. The date of the service
  4. The location of service delivery
  5. The individual providing the service
  6. The date and time the service begins and ends

Info About the 21st Century Cures Act

 

The national implementation of EVV began with the inception of the 21st Century Cures Act. The 21st Century Cures Act, which was signed into law in December 2016, requires providers of personal care, including personal care assistance (PCA) as well as many waiver services (beginning in 2020) and home health care providers (beginning in 2023) to use an approved electronic visit verification system to document visits, in order to be eligible for full federal Medicaid matching dollars.
